The II Local Workshop for Veneto Region took place into the experimental farm of Veneto Agricoltura “Vallevecchia”, near the Venice Lagoon and between two important tourist sea-villages Caorle, and Bibione. The workshop was held on 9th July 2010 in a whole-day meeting with a conference session and an exhibition of special vehicles. During the workshop, another internal project of Veneto Agricoltura called “Energycrops” has been presented which is not in relation with Biosire but strictly connected with it. The feasibility study of Biosire in fact should investigate two different potential raw materials to produce biofuesl: recycled UCO from one side and PVO from agricultural land the other side. This last argument was the central point investigated with the project “Energycrops”. At the conference attended more than 50 people and 15 different speakers presented their experiences related to the two mentioned branches of the study. The first part of the morning session was dedicated to the explanation of Vallevecchia experience. One part of the land was dedicated to the cultivation of rape which is in-situ directly processed to produce rapeseed oil from one side and expeller from the other side. The first one, considered as primary product is then successfully used in two different tractors of the farm which were expressly modified to use that kind of fuel. Expeller, as by-product, is instead employed as feed in breeding. The second part of the morning session was dedicated to expose a specific case study represented by ASM Rovigo (a municipalized services company) which started a virtuous experience of collecting UCO from private households and also from restaurants. The amount of UCO collected (indicatively 1 kg/person/year) is then sent to DP Lubrificanti, a specialized company that process and transform UCO in refined biodiesel and refined glycerine as by-product. The circle is then accomplished by ASM’s using that biodiesel in its own fleet blended up to 30%. An interesting field of discussion inserted into the workshop was represented by economical and fiscal themes related to the production, commercialization and use of biofuels, together with rules and normative to be respected in the field of UCO collection, recycle and transformation. Two particular speeches were then conduced to provide information on biofuel market at European level and to state an Austrian case study in which boats running on a lake were transformed to run on PVO locally produced. The second part of the afternoon was then dedicated to the exposition of the two tractors running on PVO produced inside the farm and of a special vehicle utilized by ASM’s for the collection of both UCO and different kind of waste in the city of Rovigo. At the same time two different desk were organized to show the different stages of transformation the raw material (UCO or rape seeds) into the biofuel and their relative by-products respectively represented by glycerine and expeller. During the meeting and the expo several questions were posted to speakers. In that occasion it was either possible to hypothesize an upcoming meeting with boat’s owners that were interested in participating to the project and in having some additional information. At the workshop attended representatives from local administrations, agricultural associations and energy associations. RAI (national television) was also present and news was transmitted during the regional news while three different web journals talked about the event on the following days. New additional brochure for Biosire - BLOG June 2010 - 3 - M22
Veneto Region decided to create a new additional Brochure to better explain what Veneto Region is going to do within the project Biosire. The leaflet describes generally (in Italian language) the purposes of Biosire project with a brief portrayal of actors and countries involved, introducing problems and ambitions of biofuels in the European context. Particular attention was dedicated at stressing the role of Veneto Region into the project’s general design, with a detailed overview of different segments of the feasibility study that Veneto is carrying on with the help and support of Veneto Agricoltura. The brochure will be sent with the programme of the II Local Workshop to the specific target group which will be invited to the conference, in order to explain better the project itself and the role of Veneto Region. At the same time it will be inserted into the folder that will be distributed to all participants at the conference. Brochure will be then available to be distributed with the original Biosire brochures in further meeting with several actors and potential stakeholders that have still to be involved. LWG with primary sector associations - BLOG June 2010 - 2 - M22
Three different meetings were organized and took place in June towards the regional and provincial representative of the three main associations of the primary sector in Italy: Confagricoltura, Coldiretti, Confederazione Italiana Agricoltori (CIA). These LWG were considered necessary to face and discuss the use and actual trends of Venetian agricultural land and to state the effective potentiality of this territory in supporting an expansion of dedicated energy crops such as rape, for the production of biofuels (PVO). At the same time it was interesting to understand if and how farmers should be protagonist of this kind of production and if a short and sustainable production chain is realizable to produce POV that should then be used in different context such as the marine one. The following points summarize what came out from discussions: • Venice land is traditionally cultivated mainly with cereals (maize, wheat or barley), rape is marginally represented while soy is actually the most interesting culture in relation to its high price and yield and to the fact that it is both usable for alimentary oil production and for energy products; • in this last period there was a strong crisis of cereals and meat productions in relation to their low prices on the market that pushed the production of soy an in general of dedicated energy crops, also in relation to some available incentives; • the interest towards bioenergy is however pushing on energy crops, but at the moment rape, even if in slight increase, still represent a marginal production. In this way, it’s known that some big companies are able to influence the wiliness of farmers with annual contracts, deciding and driving concretely the market; • several problems have to be faced with rape: difficulties in harvesting, hardly manageable with cultivation rotations, low yield per hectare and actual low price on the market. The by-product expeller, even if it has good proprieties, is hardly conservable; • there is still an high bureaucratic complexity of authorizations to start production of PVO to be used as biofuels and at the same time it subsists an high concurrency with PVO used in energy production (cogenerations); • to organize a short production chain it is necessary to work together with already existing agricultural consortiums that are working on the province. In some areas land propriety is fragmentized and it represent an obstacle for the association of a well organized sovra-structure to manage and promote rape cultivation; • a more detailed and spread information campaign has to be promoted and done regarding bioenergy from agriculture not only among farmers but also to private citizens, starting from young at schools. Veneto Region, together with Veneto Agricoltura, visited DP Lubrificanti, a company settled in Aprilia, 40 km south of Rome. DP Lubrificanti is the only industry in Italy specialized in producing biodiesel from used cooking oil (UCO). Its potential production of over 160’00 t/year makes DP Lubrificanti one of the most important producers of biofuels from recycled material such us UCO’s. The company is working both with UCO coming from national and international context, but is selling the final product (distilled biodiesel) mainly outside Italy. DP Lubrificanti is the commercial partner of ASM Rovigo which confers UCO collected in the municipality of Rovigo (SW Veneto) to have back biodiesel to be blended up to 30% in its own fleet. DP’s, together with ASM, develop also an interesting program to work in strictly connection with schools, where joint personal of ASM and DP teach how a waste as UCO should be transformed in an high value product. Particular attention is then given to the environmental impact of recycling UCO which permit to reduce costs of maintenance of aqueducts and water/soil pollution. DP Lubrificanti has recently gained a certification of sustainability for its biodiesel production, in relation to guideline 2009/28/CE and UNI EN 14214, the first one ever released. DP still find some problems in discovering and managing UCO collection from the different collectors, especially at national level. The main point should be the achievement of a general understanding among different stakeholders that are working in this field with a resolved intervention from public administrators to address the management of this matter. Veneto Region visited the experimental farm of Veneto Agricoltura “Vallevecchia” where a special short production chain was realized. Veneto Agricoltura, owner and administrator of the farm, dedicated a part of the agricultural land to the cultivation of rape to produce pure vegetable oil (PVO) directly on site, with the help of a special mill expressly created for this purpose. The squeezing of seeds produces - in quantity - indicatively 1/3 of oil and 2/3 of expeller. This last one - once considered as the main product - is then sold to a local breeding as integrator of the daily ratio feed for cattle. Two different tractors were therefore dedicated to the use of the main product represented by PVO: a Lamborghini tractor was adapted with a special kit that permit to run both with PVO and traditional diesel with a double tank, while a Fendt tractor (the first one in Italy) was bought with this specific aptitude of using PVO. Both tractors are however using traditional diesel to start/stop engines. In relation to this meeting, some days later, another important meeting took place in Padova, towards the Custom Agency, the provincial authority that rules taxes and fiscal matter related to energy products such as all different kind of fuels. The meeting was useful to have a complete picture of the administrative and bureaucratic procedure that should be respected to strictly follow all regulations in this field, and it revealed an high incompatibility with the necessities of potential little decentralized producers of biofuels - such as PVO producers - that should be oppressed by a lot of taxes and officious obliges to start this kind of production. In this field, one problem is besides represented by an European directive - addressed to permit and simplify this kind of procedures in case of biofuels - that has still to be adopted by Italian law. An important step for the realization of a well thought-out UCO recycle was to understand how it’s actually organized this collection in the area of Venice. For this reason it was necessary to arrange some LWGs with local actors involved in this collection. A first meeting in this direction took place towards Veritas Spa, the municipalized company that cares about several environmental services, including the collection of waste. The second meeting was then organized towards a private company - SalgaimEcologic - that works for Veritas Spa and cares about the material collection of UCO and of its first treatment. Regarding UCO collection, Veritas disposed some ecological centres where private citizens can bring UCO, together with other different kind of waste To implement this collection, Veritas - together with the municipality of Venice - distributed more than 3’000 small tanks to private households in the inland of Venice. Actually it’s foreseen an implementation of this service in the bordering municipalities with the opening of some new ecological centres and a new distribution of tanks. The most underlined problem is related to the hardly practicable collection of UCO in the old town of Venice both for private households and for restaurants. In fact, In the inshore area the collection is normally managed with trucks and ecological centres, which are not present in the island of Venice, where it’s moreover difficult to arrange the collection of UCO with small kind of boats: in this way the service has a really high cost which it is not yet covered by the economical value of UCO collected. Together with this weakness, it was underlined that several conspicuous bureaucratic procedures are requested to collect UCO for restaurants and for this reason their simplification should boots the collection of UCO from restaurants. Salgaim and Veritas are however not the only companies that collect UCO and waste in the area of Venice: for this reason - implementing the collection of UCO - it will be important not to influence negatively interests of all of them. With this purpose a suggestion came out indicating in Veritas a super-partes body. Its role in this case should be to guarantee that all the collectors actually working in the area deliver UCO collected to Veritas, which it will then provide to sell it to different companies In this way there will be less problems of concurrency between collectors and Veritas, as a part of a public body, should provide guaranties of reducing the bureaucratic procedures for restaurants, increasing consequently the amount of UCO collected and reducing its potential pouring on sewage. Regarding the use of biofuels inside Venice Lagoon, an interesting point of view was posted regarding the logistic of its supply: there are actually no places where to stock biofuels near the island of Venice and its realization should be quite complicated because of bureaucratic procedures and potential landscape impact. Both the interviewed companies underlined then the importance of information campaign not only for restaurants but also and principally for private households starting from schools. The workshop “Electro Mobility a chance for the region” organised on the 16.06.2010 in Leibnitz in cooperation between the projects CESLA and BIOSIRE has been overrun by interested participants. The event, which also included a road show, demonstrated a clear demand for systematic approaches and integral solutions to achieve increasing market shares also in tourism. Besides the project partners from Slovenia and Carinthia also the inhabitants and the major of Leibnitz - Mr. Helmut Leitenberger (on the picture) were able to get an overview about the offer and also to test electric vehicles from 7 exhibitors (resellers and manufacturers of vehicles) from the region and from all over Austria.

Das GM's Powertrain-Werk in Aspern könnte hier mit einer Version für Kleinwägen punkten oder liegen die Rechte des ehemaligen gemeinsamen Unterfanges dafür nun bei Fiat?

The EC has published a strategy for encouraging the development and uptake of clean and energy efficient ("green") heavy- (buses and trucks) and light-duty vehicles (cars and vans) as well as two- and three-wheelers and quadricycles. The aim of this strategy is to encourage the development and eventual widespread use of clean and energy efficient vehicles and to help the European car industry to strengthen its leading role globally basing its production on clean and energy-efficient technologies. The strategy contributes to the Europe 2020 objectives of smart and sustainable growth. Biofuels legislation in Croatia
The Republic of Croatia has adopted the Act on biofuels in transport in May 2009. The purpose of this law is achieving the goals of sustainable development in the field of transport: reducing negative impacts on the environment, improving security of supply of fuel and fulfilling international commitments of the Republic of Croatia in the area of reducing emissions of greenhouse gases as well as encouraging the production and the use of biofuels in transport. In order to support this Law, Croatian government will adopt series of ordinance and regulation in the field of production of biofuels, subsides, action plan for cites and counties and quantities of biofuels which distributors need to put on the market. Also, there will be some amendments on this Law because it was accepted before new DIRECTIVE 2009/28EC which say that biofuels production should be sustainable. Croatia intends to expand domestic biofuels production and provides continuous education and expert support to all relevant actors in the field of biofuels. BIOSIRE workshop titled: “Biofuels - Production, Distribution and Incentives” will be held in June in order to improve knowledge on legislation concerning biofuels production and distribution.

Lücken bei der Ermittlung der Verbräuche müssen so schnell wie möglich geschlossen werden. Die ermittelten Abweichungen zwischen Prüfstand und Praxis betragen 50-70%.

Ein kg Gewichtsersparnis bringt auf 10 Jahre ca. 1,8€ geringere Spritkosten. Das rechtfertigt nicht den Preis des oben angeführten Wagens der mit an die 100.000 englischen Pfund angegeben wird, aber es zeigt dass technisch einiges möglich ist und auch energetisch sinnvoll ist, da selbst ohne Recycling im oben vorgestellten Anwendungsfall 30% mehr Energie eingespart wird als zur Herstellung nötig sind..

Autobauer setzen nicht auf Elektrofahrzeuge um Geld zu verdienen! Die letzten Sichtungen von nur wenig abgedeckten Mini-SUVs in der Steiermark erlauben diesen Schluss. Den elektrischen Mini wird es nicht geben da die Fahrzeugplattform nicht dafür geeignet ist, stattdessen kommt eine Sprit verschwendende SUV Version. Auch wenn BMW mit EfficientDynamics einen guten Start hatte um die Flotte sparsamer zu machen, es fehlt der Druck der Politik bzw. der Anreiz diesen Weg weiter zu gehen. besonders negativ an der Industriepolitik in Europa ist es dass die Verbräuche und Emissionen außerhalb des NEFZ (neuen europäischen Fahrzyklus) nicht begrenzt werden. Es braucht entweder generelle 120 km/h Limits oder einen Fahrzyklus der bis 160 km/h geht! Nur so kann die Umgehung der Grenzwerte und das Grünfärben mit unrealistischen CO2 -Emissionen gestoppt werden.

BIOSIRE Activities in Crete
The Region of Crete - Regional Energy Agency of Crete (REAC) has implemented various activities for promoting the used cooking oil collection in Crete, the familiarization of the transport providers as well as the general public with biodiesel and the adoption of electric vehicles. The campaigns of REAC for the collection of used cooking oils are very successful and the local market of cooking oil collection is being enlarged. Three new companies have been licensed by the Regional Authorities for the collection of used cooking oils in Crete. Two of them are new local companies and one of them is a big company seated in Athens but activated also in Crete. This development during the BIOSIRE phase of “Changing Behaviour” is very important proving the constant increase of the general interest for used cooking oil collection. A special label for tourist companies, restaurants, hotels etc. which implements used cooking oils collection has been produced by REAC. The label will be provided from REAC to companies for which there are evidences of used cooking oils collection. It will be a criterion for the general public for choosing a restaurant, hotel etc. Another special label for tourist companies, hotels, car rental companies, transport providers etc. has been produced by REAC for the companies which adopt, market or promote electric vehicles. These labels will be intensively promoted during the following period.

Sector which consumes the largest quantities of fossil fuels and has the fastest growing greenhouse gas emissions is transport sector. In order to decarbonise the transport sector, Europe is started to develop clean and electric cars. At the moment each big car company has its own concept of electric vehicles which are ready to put on the market. Following the environmental trends and new technologies, a private company from Croatia, which mainly produces special vehicles for demining, fire fighting and underground mining, has developed a small urban electric car which codename is “XD”. The XD is a concept electric vehicle that seats three adults and has a powerful electric engine that is capable of achieving 0-100 km/hr in 7.7 seconds. The XD combines the most attractive features of a city car in an attractive package. The small length (2.8 meters), comfortable interior (width 1. 7 meters, height 1.6 meters), and performance of a compact sports vehicle (0-100 km/hr in 7.7 seconds) is sure to get the attention of investors and car enthusiasts alike. The charge time of the battery which is used in this concept is eight hour if we use standard household socket (220V) for charging. Proxiway, the operator of the electric car-sharing system “Yélomobile” in La Rochelle Urban Community, has launched a call for tenders - sent to 19 electric car manufacturers all over the world - in order to buy 50 new generation electric cars. Three or four models will be pre-selected in June 2010, and tested between September and November 2010. A Biosire event around the presentation of these new generation electric vehicles will be organised during the European Mobility Week. The final choice for the vehicle will come soon after. In parallel, La Rochelle Urban Community intends to almost double (from 7 to 13) the number of electric car-sharing stations by Spring 2011. 3 new car-sharing stations should be available by the end of 2010; 3 others by Spring 2011.

Thanks to Elcidis logistics platform, La Rochelle Urban Community has been involved for a decade in the urban goods delivery using electric vehicles. The aim has been to reduce the CO2 emissions of the trucks in the narrow streets of the historical city centre. In May 2010, a brand new electric vehicle has been added to the Elcidis vehicle fleet. The Modec electric truck has a payload capacity of 2 T and autonomy of 100 km. Contrary to other electric trucks, Modec truck is not an adaptation of a thermal chassis but has been thought and developed from the beginning as a 100 % electric vehicle. Energy is provided through a 1T Lithium iron phosphate pack - installed under the floor of the vehicle. With this purchase, the operator of the logistics platform, Proxiway, intends to boost the service of clean and silent deliveries in the city.

Incentives: specific offers from insurance companies for clean vehicles
Specific offers towards drivers of electric and hybrid vehicles have been recently developed by several insurance companies The pioneer in this field has been MACIF which has been proposing specific prices for electric vehicles as soon as 2006. Two companies - AXA and MAIF - have launched their offer. MAIF From April 2010, Maif has proposed the “Eco-Energy voucher”. When they subscribe their insurance policy, each driver who opt for electric or hybrid electric vehicle (new or 2nd hand) receive a check (100 € for a car; 50 € for a two-wheel) AXA AXA France offers insurance policy for « green vehicles ». “Green vehicles” means in this case as well electric and hybrid vehicles as CNG (Compressed Natural Gas) or LPG (Liquefied petroleum gas). The price discount may amount up to 30% of the insurance premium. Macif The « cleaner vehicle » offer proposed by Macif from february 2006 consists in a 15% discount on the legal liability of the insurance policy for EV and hybrid vehicles emitting less than 120g of CO2. And a discount of 10 % for the hybrid vehicles emitting more than 120g CO2. « Liselec » red car-sharing vehicles will become yellow, or more precisely “Yélo”! Indeed, the electric car-sharing service “Liselec” (implemented in 1999) has adopted a new name “Yélomobile” in order to highlight that it is fully part of La Rochelle Urban Community Public Transport offer called “Yélo”. The new onboard electronics - more modern and efficient - combined with a new exploitation system make it possible to access the car-sharing system with the regular and unique Public Transport smart card - the same used for the buses, boats, bikes, regional trains, park-and-rides… As a consequence, it is easy for a Public Transport user to change from one transport mode to another. The pricing offer of the electric car-sharing service has been simplified and vehicles can even be accessed without monthly subscription. New functionalities have been developed on the website Yélomobile (on-line subscriber account status; real-time information on the availability of vehicles at a station) and a film focusing on how to access the car with the new system has been produced. A brand new livery adopting the common visual identity of “Yélo” network (yellow, grey colors) will be designed for the 50 new electric vehicles to be implemented in 1st semester 2011. In Austria, in particular, electric bicycles are becoming more and more popular: last year 12,000 bicycles have been sold, and according to estimations from VCÖ, numbers should increase to 75,000 in 2015. Several brochures and guidelines are produced to help interested municipalities and people to get an overview about the actual market, pros and cons and estimated trends. FGM-AMOR is preparing the next Local Workshop which will be held on 17th June and will also deal with electric mobility. Innovation and Sustainability According to Austrian news agencies around 30 phone boxes are planned to be adapted to become charging stations for electric vehicles. A first prototype can be visited in Vienna at the head office of Austrian Telecom. Costs to convert the boxes are estimated with 1.500 to 3.000 Euro per box. Collection of used cooking oil Furthermore FGM-AMOR is in contact with a collection company trying to set up a campaign to increase the collection amounts of used cooking oil from households. Local Working Group at ASM Local Working Group at ASM
An important step within the collection of information and data for the feasibility study which is going on in Veneto Region was to meet several actors and stakeholders involved into the branch of recycling waste vegetable oil for energy purposes. With this intent it was organized a Local Working Group towards the ASM Rovigo which it is actually a municipalized company that cares about several public services (environment, energy, urban waste …) for the entire community of the municipality of Rovigo, 80 km SW of Venice. At the round table attended the responsible for the environmental services of ASM Rovigo and the delegates of Veneto Region and of Veneto Agricoltura, the regional agency that cares about the development of primary sector in Veneto. ASM during last five years developed and promoted a system to collect and smartly recycle waste cooking oil from both restaurants and private households. From a unique tank to collect waste vegetable oil in 2005, ASM passed to a dozen of different tanks dislocated in several meeting point for citizens such as parkings and supermarkets. To partially involve citizens in delivering waste oil in these tanks, 4’800 little cans of 5,5 l, were actually distributed, covering more or less 25% of total population of the city. This service, firstly available just for private households, was then offered to restaurants and supermarkets for free, while it was previously with fee by private companies which were usually requesting a payment for each withdraw and additional bureaucracy. This new service was considered advantageous because ASM on the opposite offered the service for free with no necessity of special or additional paper to sign. This last initiative boost up the collection of used oil which grew up from 2’600 l collected in 2005 to 39’000 l collected in 2009. Actually more than 50 public activities (restaurants, supermarkets …) are uptaking ASM service. The initiative was adopted also by the local Mc Donald restaurant which is able to deliver in average more than 600 litres of waste cooking oil per month. Even if different studies accord in Italy an average value of 4 l/year of waste vegetable oil for person as reasonably collectable, ASM is actually reaching an average of 0,8 - 1 l/person/year for the entire community of Rovigo, which it is a remarkable goal for such a small community. ASM it’s not concretely doing the collection of oil, and it’s not either paying for it: in fact the company who’s collecting oil for ASM is effectively paid with the value of the collected oil; on the opposite ASM earns just a few €cents per litre of collected oil, who’s normally re-employed to pay the cans distributed to citizens and advertising of the initiative. Collected oil is then sent to another company specialized in treating and transforming exclusively waste vegetable oil, and that produces refined biodiesel and pure glycerine as by-product. Once a month a tanker grants the biodiesel to ASM which blends at 25% with traditional diesel and uses it in it’s own trucks fleet. Regarding this point, it’s important to underline that the main company which provides trucks for ASM is ensuring a guarantee for engines - also Euro 5 engines - up to a 25% blending with biodiesel, avoiding one of the major obstacles in the use of this fuel. In the whole, in 2008 ASM utilized something like 31’000 litres of biodiesel on 140’000 litres of conventional diesel, corresponding to 22% of the total amount of fuel for that year. The bibliographical analysis of this operation advanced by ASM revealed that the company was able to save in that year up to 165 tonnes of CO2eq and over 23 toe, corresponding to a reduction in pollution and energy use respectively of 19% and 7 % in comparison to the traditional management. The praiseworthy and smart initiative of ASM is unfortunately not yet economically convenient because is actually working without economies . The cost of biodiesel is in fact practically the same of the traditional one and suffers of additional costs related to logistic of distribution. Tax reductions on biofuels are in fact going to be meagre year by year and for this reason, if environmental and social externalities won’t be considered, the mere economical balance will be hardly positive.

The stated CO2-emission of the procured vehicles is between 136 and 192 g/km. we know that the test ends at 120 km/h which is certainly not their travelling speed on Austrian highways, so be serious and give real figures instead! It would have been a wiser decision to opt for a 136 g/km limit, procuring for example the biggest cars produced in Slovakia with a price sticker of less than 70% of the chosen solution to show the population a good will avoiding luxury. Other company fleets give a better example like those of Zurich airport, running HEVs.

Veneto Region, together with Veneto Agricoltura, started the feasibility study identifying primary stakeholders and getting in touch with them to have details of activities and to acquire information to implement the study. During this phase, one of the first step was to realize and organize the first Local Workshop that was done on 7th February during the international fair of Verona “Fieragricola” in the section dedicated to bio energies “Bioenergy expo 2010”. During the workshop, Biosire project was presented to the public and a first interesting discussion between some of the stakeholders representing some of the biggest potential final users, put the evidence on some fiscal problems related to the use of biofuels, giving some useful advices on what to carefully consider into the feasibility study. Discussion was furthermore dedicated to have an overview of concrete case studies in which vegetable oil is used as bio fuel and also to present the different step of the study which is going on. In the next steps there will be organized different local working groups (LWG) with different stakeholders potentially involved in the production chain of biofuels for Biosire purposes. These meetings will then lead to collect field information to implement the study and secondly - within summer 2010 - to another Local Workshop related with the technological problems of the use of bio fuels in naval engines. The local actions for Austria mainly involve the dissemination of electric propelled vehicle implementation for tourism regions and the implementation of vehicles propelled with biodiesel. Within the last months an agreement with the operator of trishaws in the city of Graz has been achieved. A major expansion of the system is planned for 2010. Therefore FGM will provide implementation support for the introduction of pedal assisted electric trishaws in the city of Graz. These trishaws will be operated in the city to transport tourists and locals around. This new service will replace taxi journeys as the fare for the trishaws is quite cheap and they are allowed to drive on bicycle paths. They are also considered as very sustainable transportation mean in the city emitting no harmful substances nor noise Also a partnership between the tourism association, the operator of the trishaws and hotels in the region has been agreed to offer site seeing tours around the city. FGM has supported the project by providing technical input for the trishaw procurement, will provide input during the concept phase and do the evaluation of the roll out of the expansion. Three local working groups have been organised since August 2009. Among them a working group about electric mobility in the region of Weiz-Gleisdorf was attended to discuss the potential for implementing electric mobility measures in the region. A pedal assisted electric bicycle rental system for the region of Weiz - Gleisdorf will be established soon where support was given by FGM. The next major step for the Austrian partner will be the preparation and presentation of the roadmap for tourism regions showing how electric vehicles or vehicles propelled with biodiesel can be implemented in the regions and which factors have to be considered. Hands on support will result in new demonstrators. General overview about the situation in Austria: Electric cars becoming available on the market. For example 300 vehicles of the two-seater THINK! will be available and sold to customers within this year. The price will be approximately 37.000 €. Also the iMiEV will be available by the end of 2010 (price around 25.000 €). Competence centre for electric mobility in Austria. The automotive supplier Magna will set up a Competence Centre for electric mobility in the city of Graz. Platforms for vehicles will be developed and development and production of lithium-ion battery systems for the vehicle industry will be the main aim. Additionally there will be a competence centre for Pedelec propulsion technologies set up in Weiz soon.

UK to Subsidize 25pct of All Electric Car Purchases
The British government stepped up its promotion of the electric auto industry by announcing a large subsidy program for electric cars bought in the UK and an infrastructure plan for battery recharging. Starting in 2011, the program offers a 5000 GBP rebate to private individuals and fleet buyers who buy an “ultra-low carbon car.” The government is also committed to building recharging hubs. In total, 230 million GBP are being made available in the subsidy program in addition to the 30 million GBP to be spent on hubs, called “Plugged-In Places,” in car parks, supermakets and select areas. University of Maribor has organized workshop on eco-driving and more than 80 participants, coming from companies, universities and public administration, have attended. Lectures on impact of eco-driving on environment, concrete information on how to implement fuel saving measures in companies as well as practical experiences from RECODRIVE demonstrator companies have gained interest and vivid debate has contributed to overall success of the workshop. The workshop ended with certification ceremony and RECODRIVE certificates were handed out to demonstrator companies.

Dne 23.2.2010 je Center za ekonomijo transporta predstavil rezultate projekta RECODRIVE. Projekt RECODRIVE je dokazal, da je možno doseči zmanjšanje porabe goriva od 4-6 %, če se v praksi upoštevajo spoznanja načel varčne vožnje in trajnostnega upravljanja voznega parka. Na delavnici so predstavniki podjetij, v katerih so bili izvedeni pilotni projekti (Viator&Vektor Logistika, Snaga Maribor, Avtobusni promet Murska Sobota, Kobal Transport), predstavili svoj pristop k uvajanju varčne vožnje ter dosežene prihranke. Na delavnici je bil vzpostavljen dialog med Ministrstvom za promet, Ministrstvom za okolje in prostor, Ministrstvom za notranje zadeve ter Gospodarsko in Obrtno zbornico Slovenije v želji, da se slovenska politika na tem področju poenoti. Pomemben dosežek delavnice je tudi spoznanje in opozorilo, da kaže v Sloveniji uskladiti učne vsebine avtošol tako za voznike amaterje kakor tudi za poklicne voznike. Učne vsebine bi bilo potrebno čim prej dopolniti s teoretičnimi in praktičnimi znanji s področja varčne vožnje.

The 3rd BIOSIRE Consortium Meeting as well as an International Workshop took place in Heraklion (Crete) on 14th and 15th September 2009. The Region of Crete - Regional Energy Agency of Crete was the host of the events. On the first day, 14th of September 2009, the International Workshop on “Collection of Used Vegetable Oil: live experiences around Europe” has taken place with the participation of BIOSIRE project partners, experts from United Kingdom, Greece, Spain and Italy as well as representatives from used cooking oil collection companies, scientists, researchers etc. The experts made very interesting presentations for the collection of used cooking oils and their exploitation for biodiesel production. The Regional Energy Agency of Crete, CINESI - Consultoria de Transport, La Rochelle Communautè Urbaine and University of Zagreb also made presentations for the situation of the used cooking oil collection in their regions. On the second day, 15th of September 2009, the 3rd consortium meeting of BIOSIRE project was implemented with the participation of the BIOSIRE project partners. The Market Transformation Plans of the partners have been presented as well as important data for the implementation of project. Finally, a technical visit was organised to a big chain of Supermarkets presenting the live collection of used cooking oils of a collection company by the special collection bins of the supermarket.

British Gas, TNT and Royal Mail have experienced fuel savings of 7% to 8% after installing speed limiters. The maximum speed of 100 km/h reduces speeding and overproportional losses due to the often bad aerodynamics and bigger cross-sectional areas of vans. source Twenty cars as well as a London bus and taxi took part in a six-month trial scheme 2009, organised by Transport for London (TFL). The demonstration took place on the M25, savings of 5.8% were mentioned here . Devices might be bought at least from those companies: U.S.A. legislation is more advanced though than that of the EU. The local partners CINESI, CTM and GEN have been organizing two different thematic workshops, which took place the 4th of February in Palma. These events were planned in the Market Transformation Plan, the document which addresses the local implementation strategy of the BIOSIRE project The first workshop was focused on the use of biofuels among fleet operators. Experts and users were invited in order to know their opinion and experience in using this alternative fuel. The meeting was quite technical, considering both economic and mechanical advantages and drawbacks of shifting to alternative propulsion. Secondly, the next workshop was addressed to promote the collection and recycling of used cooking oil. Again, experts from both private and public entities explained their programmes, activities and advantages of recycling this type of waste. The workshop tried to persuade local authorities to set up such oil collection schemes by setting PPP’s (Public and Private Partnerships), public programmes, etc. Previously, local partners were working hard on spreading among potential target groups the celebration of both workshops. Thus, partners contacted to regional ministries, local authorities and local agendas 21, private associations and companies, fleet operators, etc. The objective was to disseminate the objectives of the BIOSIRE project as well as inform about the local strategy in order to make easier and more successful the implementation phase.

Mittlerweile wurde der Wert des 7mm tiefergelegten Spitzenreiters im Handschaltungsbetrieb softip (möglicherweise auch 1-3-5 geschaltet) auf 86g/km gesenkt (Quelle). In den USA hat die Union of Concerned Scientists analysiert wie umweltfreundlich Hybrid-PKW sind. Zusammengefasst werden einige Tipps für die Konsumenten gegeben. Der Wichtigste vielleicht: Schau hinter das Hybrid-Label, um zu sehen ob die Hybridtechnik genutzt wird um den Verbrauch und die Emissionen zu minimieren! Die Kritik an der Vorgehensweise der Automobilindustrie teure verschwenderische Fahrzeuge mit Hybridtechnik nachzurüsten, wurde aber auch bereits selbst kritisiert. Wenn nicht bei teuren Modellen, wo sonst können die zusätzlichen Kosten für die Hybridtechnik untergebracht werden? Flottenmanager sollten sich aber bewusst sein, dass in Zukunft Hybrid als Label alleine nicht reicht sondern harte nachvollziehbare Fakten über die Einschätzung ihrer Maßnahmen entscheiden werden. Veneto Region in cooperation with the Regional Agency for Agriculture, Forestry and Agri-Food sectors, Veneto Agricoltura, will organize the first Local workshop about biofuels. The workshop will be held in February during the “2010” Edition of Fieragricola that is an agricultural expo occurring every two years in Verona giving particular emphasis to bio-energy subject with the setting up of a specific section denominated “Bioenergy Expo”. Bio-energy Expo can be attended by field professionals to obtain free information and suggestions on the exploitation of agricultural resources for energy production. Involving more than 150 Italian and international exhibitors operating in the biomass (solid, liquid and gaseous) field, the event will enable to highlight Biosire project. Moreover, it is reasonable to suppose that the agricultural show will have more than 150.000 visitors from 70 countries. The workshop “BIOSIRE Project - The feeding of Venetian Tourist Ferry Boats with pure vegetal oil” will be performed in the pavilions dedicated to Bio-energy. Furthermore, a forum area dedicated to farms, associations, national and international biomass producers will be created. Visitors of the Forum will have the opportunity to obtain information about the state of the art of biomass energy, market opportunities and economic, technical and practical aspects to be considered for the implementation of bio-energy projects. The Workshop will be focused on the pure vegetal oil chain, including a model of sustainable production and a subsequent local utilisation of pure vegetal oil for nautical engines of Venetian fleet. The utilisation of biofuels for Venetian public transport and local fleet used at tourist level, thus interesting not only the internal navigation but also the surrounding lagoon areas, could represent a relevant example of sustainable and innovative energy policy. At the workshop will be invited the most important local stakeholders and bio-energy experts will participate to the event: ­- The Director of the Veneto Agricoltura’s Research and Technical Trials Section;
  • The Director of the Veneto Agricoltura’s Bio-Energy and Agro-Forestry Sector;

Gaspedal unterstützt Ecodriving
Continental und Mikuni Corp. entwickeln (getrennt) gerade ein Gaspedal (Fahrfußhebel) das in Verbindung mit Ecodriving-Software Feedback geben kann, wann Schalten angesagt ist oder die Fahrweise zu aggressiv ist. Damit trägt es zu einem Sprit sparenden Verhalten bei, mit Nachdruck, sozusagen.

Komfortmaßnahmen zur Markenbindung schlagen sich auf die Brieftasche! Handelt es sich um ein branchenübliches Vorgehen um die Markentreue zu verbessern? Opel Händler liefern den Corsa mit dem minimal zulässigen Reifendruck aus. Das erzeugt natürlich das Gefühl eines komfortablen guten Autos. Für einen ökonomischen und ökologischen Betrieb sollte der Reifendruck aber 0,7 bar höher sein. Das vermerkt auch die Plakette auf der Innenseite des Tankstutzens. Eine Regel sagt dass 20% Druckabweichung 10% Verbrauchsänderung hervorruft. Die 0,7 bar wären jedoch schon 35% Abweichung. Ein um 15% erhöhter Rollwiderstand die Folge. Der Kraftstoffverbrauch erhöht sich um 6,5% (Hintergrundinfo). Eigenartig dass die Hersteller in kauf nehmen dass sich die Kunden über einen zu hohen Verbrauch beschweren. Auch eigenartig dass der Corsa keine Verbrauchsanzeige hat, obwohl dies über die Füllstandanzeige des Tanks und den Kilometerzähler einfach zu ermitteln wäre. Fiat hat das im übrigen. Und nun wird durch über USB auslesbare Werte auch ein Vergleich mit anderen möglich (Fiat ecodrive). Noch eine Merkwürdigkeit die sich aus der Verkaufslogik erschließt. Die Blue Motion Modelle von VW werden nach Angabe von Postern mit einem um 0,4 bar erhöhten Reifendruck ausgeliefert. Also könnte im Prinzip jeder Fahrer ein wenig der Blue Motion Einsparungen lukrieren, wenn er den Reifendruck erhöht! Spritsparprofis empfehlen sogar den auf den Reifen angegebenen Maximaldruck zu verwenden, da der früher befürchtete Balloneffekt mit erhöhter mittiger Abnutzung des Profils bei neuen Reifen nicht mehr eintritt. Fazit: Markenpolitik und Maßnahmen zur Markenbindung sind oft negativ für die Brieftasche der Kunden. Einfache nachträgliche Veränderungen am Fahrzeug selbst (zur Verbesserung der Aerodynamik) werden gar nicht angeboten.

Eine Präzisierung des Beschlusses des EU-Parlamentes fehlt noch, aber auf die eine oder andere Art wird Fahrern ab 2012 signalisiert werden, dass der Reifendruck zu niedrig ist. Entweder werden direkte also den Reifendruck messende Verfahren oder aber indirekte Verfahren die die Drehzahldifferenz messen angewandt werden (Quelle). Bei Zwillingsreifen würde das aber nicht nicht helfen, da die Drehzahl bei unterschiedlichem Druck in den Reifen unverändert bleibt, ein zu niedriger Luftdruck würde zum so genannten Kissing der Reifenwangen führen wodurch zusätzlich Energie durch Reiben verbraucht wird..

The 2009 edition of the “Grand Pavois”international sailing boat fair took place in La Rochelle from 23-28 September. This major event gathered 870 exhibitors and welcomed over 100,000 visitors. On this occasion, La Rochelle Urban Community met some of the leading engine companies in the boat industry (Suzuki Marine, Volvo Penta, Honda Motor Europe, Nanni Diesel, Cummins Mercruiser Diesel Europe and Volkswagen Marine). The objective was to discuss about the current situation and the future trends in the boat engine market, as regards electric propulsion and biofuels. The participating companies provided a very similar feedback regarding the market trends and difficulties encountered for alternative propulsion modes: Current trends in the sailing boat sector
  • Electric/ hybrid propulsion: very few boat engine companies have chosen to develop electric or hybrid systems. For instance, Nanni Diesel intends to commercialize an hybrid (electric-diesel) engine as early as January 2010. Some boat manufacturers will equip their vessels with such engine, i.e the new “Range Boat 39”.
The battery cost seems to remain the main problem. Although emerging, this new market is believed to remain modest in the short and mid-term, unless significant progress is made in the field of hybrid motorization in the car industry.
  • It was generally acknowledged that the “life expectancy” of thermal diesel engines will be preserved as long as petrol is competitive enough.
  • Among the engine companies, efforts to improve the environmenal performance of the boats (energy savings and cut in CO2 emissions) are put essentially on the optimization of thermal diesel propulsion systems and not in biofuels nor electric propulsion.
  • Contrary to the car industry, there is currently no incentive for the purchase of “clean” boats in France.
  • The current electric boat offer seems more adapted to river navigation than sea navigation.
Clean propulsion and risk covering
  • Blending biofuels with conventional diesel up to 5% can be a problem for meeting the quality standard on fuels. Engine companies do not want to take responsibility for any possible maintenance due to a too high incorporation rate. Consequently, using biofuels over 5% is technically possible, but it invalidates the engine companies warranties.
  • As regards the reliability and the economic viability of biofuels, engine companies are lacking knowledge and feedback of the existing experiments conducted by private or public actors.
  • Alternative propulsion in general might constitute a constraint towards the end-user, who does not want to take care himself about the engine, carry out additional maintenance or take care of any extra cost occurred by the alternative propulsion. Customers are searching above all for user-friendly and reliable boats. Reliability is even more crucial an issue in the sea as an engine breakdown may have serious consequences offshore

Eine Expertenkommission die vom Wirtschaftsministerium eingesetzt worden war hat zwar Kraftstoff-sparende Maßnahmen vorgeschlagen- die Akzeptanz der Vorschläge selbst bei den Auftraggebern dürfte gering sein. Grund ist dass Diskussion über Tempolimits sehr emotionell geführt werden, weil Autofahrer nicht realisieren wollen wie langsam sie im Schnitt wirklich unterwegs sind. Auf einen Effekt eines Tempolimits von 100 km/h muss auch noch hingewiesen werden. Niedrigere Fahrzeug-Endgeschwindigkeiten sind mit schwächeren Motoren realisierbar, womit wiederum der Verbrauch sinken würde, da die Motoren leichter werden und geringere innere Reibung aufweisen. Damit würde sich die Maßnahme selbst verstärken. Eon Beispiel einer verfehlten verkehrspolitikl ist die Abesnz der in Japan belibeten kei.-cars. Sogar Amerika testet diese gerade und findet sie mit einer Maximalgeschwindigkeit von über 120 km/h ziemlich brauchbar mehr hier in Englisch über den Test. Es ist hoch an der Zeit dass sich Europas Verkehrspolitik aus der Klammer der um Zuschüsse heischenden Automobilbranche befreit, die ihre Profite in der Vergangenheit mit unökonomischen Fahrzeugen gemacht hat, die die Abhängigkeit von importierten Energieträgern verstärkt und die Luftqualität verschlechtert haben. Die Fahrzeuge die den Ansprüchen von morgen entsprechen können nur in einem neuen industriellen Umfeld entstehen, mit neuen Geschäftsmodellen und hoher Unternehmensethik.

FGM-AMOR was invited to present the BIOSIRE project at the mobility summit in South East Styria on the 18.9.2009 in the beautiful town of Straden. The aim of the summit was to inform municipalities in the region about initiatives for mobility offers and future plans as well as about ongoing research projects. This region is situated at the border to Slovenia and tourists visiting thermal spas and wine growing are dominating the picture. A total of 59 participants attended this very interesting event, among them 31 majors and representatives of municipalities, 7 public transport operators, as well as consulting companies and politicians. It is anticipated to receive follow up requests from municipalities in this area, which means that an increase of alternatively propelled vehicles in the region can be reached in a near future. Additionally FGM was participating in the exposition of energy saving and alternative energy initiatives which was attached to the delegate conference of the social democrats in Styria. During the brunch and the breaks, the participants, amongst them mayors and political representatives, were strolling from stand to stand. FGM had presented a poster and was gaining attention by showing a solar bicycle cruiser. Furthermore, FGM-AMOR has submitted a new show case into the BIOSIRE database. The electric vehicle rental scheme of Velden, a popular tourist resort situated at the lake Wörthersee, is becoming very popular and can absolutely be recognized as exemplary.

Platz ein! Im Durchschnitt verursachen die 2008 zugelassen Fahrzeuge eine Emission von 158 Gramm CO2 pro Kilometer (Portugal 138, EU-Schnitt 153,5), das entspricht rund 6,7 Liter Benzin oder 6 Liter Diesel pro 100 Kilometer. Dass es effizientere Steuerungs-Maßnahmen gibt beweist Dänemark wo die Emissionen in einem Jahr um 8,3% sanken, während sie in Österreich nur um 3% abgenommen haben. Dies liegt noch unter dem EU-Schnitt von 3,3%.

Sorry, you will get it only in Japan, the home of the kei-cars (small cars) since European governments unfortunately do not produce sufficient boundary conditions for a flourishing microcar market.

Environmental Report on Biodiesel and marine environment
One of the objectives of the project is to introduce the use of biodiesel in marine fleets, mainly recreational boats for tourist purposes. Thus, local partners considered it necessary to perform some research and elaborate a report on the behaviour of biodiesel in the marine environment. The aim of this report is to find out if biodiesel could be more harmful than diesel in case of an accidental spill. CINESI has been working on this topic during the last weeks, and the initial results point out that biodiesel should, theoretically, generate less negative impacts than diesel in case of an spill due mainly to its higher biodegradability and therefore lower persistence in the water (components that make up biodiesel are not as complex as in conventional diesel), and lower toxicity for aquatic species. Nevertheless, most of the studies carried out so far, point out the need for more research in order to validate the results aforementioned.

This stand contained several thematic roll-ups explaining the activities and typology of projects developed by the company. Among these roll-ups, one was designed to explain the BIOSIRE project to the general public. It contained some specific data about the market transformation plan, and its development on the island. Moreover, BIOSIRE dissemination products were handed out to people interested in the project.

This magazine contains information about local and regional enterprises, business experiences and options, interviews with successful personalities, articles about specific economic activities, advices on different areas like management, human resources, etc. The interview is planned to be published in December 2009 as the interview was carried out a few days ago. Basically, CINESI and CTM have both explained the contents, scope and objectives of the BIOSIRE project, paying special attention on the local strategy. Our dreams came through. OEMs are now offering packages improving fuel efficiency for more than one model. Germany's Volkswagen from Wolfsburg might be first - the package is called BlueMotion Technology Package and the Ecodriving Add-On package might be bought for €425 for the Golf, also available for gasoline versions. And yes if you drove the old Golf II switch on to the Polo, its almost of the same size and consuming 3.3 l/100km only instead of 3.8. But beware only skilled ecodrivers will achieve those values in daily practice. You have to extinct all your frustration induced wrong doings, driving wise. If you don't want to buy a new car try that modifications of the package on you own:
  • buy smaller high efficiency tires
  • lower your vehicle
  • stop the engine whenever you can
  • modify the front and underbody section reducing drag
  • add aerodynamic spoilers (wisely)
  • avoid braking whenever possible
Additionally you might think about cutting of anciliarly consumers, if safety is not affected or mount smaller mirrors.

The first Local Workshop (LWS) was held on the 30th of June 2009. All involved key actors attended to the meeting. This LWS was considered as the first step in order to design a realistic strategy for changing the regional market. The first part of the meeting consisted in a deep discussion of the main barriers to overcome. Thus, biodiesel producers and used cooking oil collectors exposed their needs and their willing to promote the use of energy efficient fuels. In general terms, the identified drawbacks are those relating to: - Variability of market prices of used oil. - Used cooking oil is a special typology of waste, which its collection and treatment is not subsidized by public authorities. It is the only one material that has to compete in the market with no economic aid from the public sector. - So far, used cooking oil collectors need to export its product to the mainland since the demand is not big enough. - Problems for introducing local produced biodiesel into the regional market. GEN has not reached an agreement with Oil Companies that control all fuel stations on the island. Up to now, these companies prefer to import the product from the mainland, arguing that this option is cheaper and safer for them. - There is a huge public disinformation about the benefits of biodiesel and its legal regulation and use as a product. The second part of the LWS was addressed to define a SWOT analysis of the current situation of the sector, paying special attention on the barriers aforementioned. Potential solutions were exposed by public authorities and there was a unanimous conviction that the promotion of used cooking oil collection and treatment for a later production of biodiesel is necessary, as well as the introduction of biodiesel in transport fleets that have their own fuelling systems. It was also discussed the need to introduce the biodiesel produced in the island into the local market (fuel stations) by designing and applying specific legal tools and regulations. Nowadays, involved partners and key actors are working hard hand in hand in the elaboration of the Market Transformation Plan, which will define the strategy for achieving the local objectives of the project.

In the city of Mali Losinj on the Island of Losinj, UniZag-FSB has organised first workshop concerning biodiesel production from used cooking oil and its benefits for islands and local residents. Participants at the workshop represented different organisations such as: 1. Collectors of used cooking oil 2. Biodiesel producer 3. Representatives from Ministry of environmental protection and spatial planning 4. Representatives from local government 5. Representatives from energy institutes 6. Representatives from hotels 7. Local radio station 8. Local residents The main discussion at the workshop was about problems with the collection of used cooking oil and obtaining a licence for collecting used oil which can be obtained from the county and from the Found for Environmental Protection and Energy Efficiency. All participants at the workshop gave positive feedback about this kind of workshop and they all agreed that more workshops of this kind are needed to educate people about positive effect of collecting used cooking oil in Croatia. The preparation of the 2nd workshop held in Dubrovnik is in the final phase as it will be a side event of Dubrovnik Conference on Sustainable Development of Energy, Water and Environment Systems.

Representatives from Austrian municipalities, tourist associations, users and vehicle manufacturers gathered together at the premises of FGM-AMOR with the aim to exchange experiences and know how. At the 11th of August representatives from all over Austria met at FGM-AMOR to discuss about alternatively propelled vehicles in tourist regions. During the workshop already started initiatives and projects have been presented and experiences have been exchanged between the participants. Also live experiences with an electric bicycle and motor scooter could have been made by driving around. Overall the workshop was very successful and the expectations of the participants were met. Barriers for the implementation from the point of view of different target groups (tourist associations, vehicle manufacturers, users…) have been identified:
  • Lack of cooperation between national initiatives
  • Political courageousness for implementations is missing
  • Legal framework conditions need to be improved (e.g. restricted zones for vehicles with combustion engines)
  • No mass-production car on the market available
  • No overall concepts for a whole implementation strategy for a region are available
  • Image of alternative fuels (e.g. electric vehicles) in the general public is bad
  • Not enough (financial) support / incentives are available for the public users / manufacturers
  • Infrastructure (e.g. re-charging points) for implementation is not available
Some future workshops will take place allowing more time for discussions and exchange of information in winter 2009 / spring 2010.

The Region of Crete - Regional Energy Agency of Crete has organised a very efficient workshop in the framework of the subtask "Consultation with Key Demand and Supply Side Actors". The key theme of the workshop was the “Collection of Used Cooking Oils”. The registered participants represent the whole chain of the local / regional market: 1. Collectors of Used Cooking Oils 2. Representatives of Biodiesel Production Units 3. Water Supplies and Sewerages Enterprises - Municipal Companies 4. Authorities for Environment and Health 5. Representatives of Relevant Companies (e.g. fat - used oil collection and filtering Systems) 6. Public Authorities responsible for the procedure of License and Control of the Used Cooking Oil Collection Companies 7. Representatives of Supermarkets 8. Representatives of Hotels etc. Beside the normal presentations, we have discussed the opportunities, obstacles, policies, incentives, proposals - ideas etc. It was a very successful workshop and the participation of all the important key & market actors gave a high prestige to the event. For the first in Crete - also in whole Greece - a specific event for the collection of used cooking oils was organised focusing to the real needs of the collectors, the legal framework of the collection, the regional and national market, best practices etc.

A Regional Campaign has been implemented in the region of Crete for the Used Cooking Oil Collection Companies. These companies are called to express interest for adding them in a concrete list. The whole local and regional press has been involved and has published the campaign more than once. The final list will contain all the authorised companies which operate in the region of Crete. The Regional Energy Agency of Crete will provide the list to the interested target groups (restaurants, hotels etc.). The list will be used also for further promotional activities as well as for new information campaigns. Representatives of the Used Cooking Oil Collection Companies have visited the offices of the Regional Energy Agency of Crete and have participated in work meetings. All these activities are also connected with the preparation of market transformation. It is a pioneer activity at regional and national level.

The first “Local Working Group Meeting” was very successful and is considered as a very decisive activity for the definition of the “local policy options”. The representatives have actively participated in the “round table discussion” giving their impressions, objections, questions and contributions. The outcomes of the meeting in addition to the forthcoming activities will be the basic data for forming the first “local policy approach”. It has to be emphasized that the “local policy approach” is the result of various criteria e.g. opportunities, obstacles, needs of the market and the key actors. Therefore, the “consultation and the bilateral exchanges with key actors” is in process in order to achieve the definition of the real needs. The whole procedure will be profited from the exploitation of other best practices and successful results in European regions, having a useful guide in order to evaluate and compare strategies, financial incentives, legal implications etc. Besides of the relevant key actors, the “general public” has been already informed for the project “BIOSIRE” through a “Press Release”. It gives us the opportunity to keep a close contact not only with the market & key actors but also the general public which - at the end - will be the most important “key - player”. The success story of the Regional Energy Agency of Crete of the use, scientific measurement and control of biodiesel mixtures in public buses in Crete constitutes an effective argument in order to achieve the confidence of the relevant market actors. On 7 May 2009, La Rochelle Urban Community inaugurated two new solar-electric powered vessels designed for marine passenger transport. The ship launching ceremony occurred in the presence of the Deputy and Mayor of La Rochelle, Maxime BONO, the President of the Poitou-Charentes Region, Ségolène ROYAL, the Regional President of the ADEME, Jacques DESCHAMPS, with the patronage of Catherine CHABAUD and Jean-Louis ETIENNE. These new vessels, manufactured by Alternatives Energies with the collaboration of the Marine Industry Applied Research Centre (CRAIN), replace the 2 former diesel-powered vessels providing regular daily service between the city’s historic harbour and the Minimes Marina. Boat specifications These catamaran-type vessels were designed to consume a minimum amount of energy. Their power demand is low thanks to their slim hulls, streamlined pod units and lightweight composite materials. Their batteries hold the charge for a full day’s service and are recharged at night, when the collectors no longer capture solar energy. For enhanced passenger comfort, vessel operation is completely silent, pollution-free, and very stable. The sturdy superstructure with its glass panelling gives passengers an unobstructed view during their crossing. What’s more, these boats are the first with enough power and range for seagoing navigation: they are capable withstanding the waves, wind and currents. New Zero-emission seabuses in the public transport offer These new seabuses are a part of the public transport system. They are completely disability-accessible and bike-friendly. They can carry up to 75 passengers and have a charge capacity of 15 return trips. In 1998, Alternatives Energies had already built a solar-electric propulsion boat capable of ferrying 30 passengers between the city’s old harbour and the “Ville-en-Bois” district for La Rochelle’s Urban Community. This electric shuttle runs every day year-round, from dawn to dusk. Its batteries are boost charged at each stop. An annual 200,000 passengers use the service.

On 10 June 2009, a 1st Local Workshop (LWS) took place in La Rochelle. This workshop dealt with the promotion and enhancement among the restaurant owners of the recycling of cooking oils into biofuels for the local authority. This workshop benefited from a strong local political support, with the presence of 3 representatives of the La Rochelle Urban Community, respectively in charge of mobility and transport, waste water network and sustainable development. Target groups 31 participants : restaurant owners (supply side) ; local and regional media Main outcomes
  • presentation of the experimentation, as a cost-efficient action, positive for the image of the participating restaurants and environmental-friendly (firstly, it recycles a waste. Secondly, it uses a short, locally-based network, thereby reducing transport costs and related emissions).
  • investigation of motivations and barriers for the restaurants to take part or not to the project
  • large promotion of the project, good media coverage.
The restaurant owners proved interested in the experimentation. They were receptive to the environmental and economical added-value of such project. Barriers for the use of cooking oils
  • Financial: in spite of the steady increasing involvement of the restaurants to this experimentation, the question of a dedicated collection was raised during the meeting. If most of the restaurants consider the current system (i.e to take the used oils “on a voluntary basis” to specific collecting points) as attractive, some others mentioned that a dedicated collection of used oils would guarantee an ever larger success of the project.
  • legal: the main difficulty encountered is linked to the strict enforcement of the national legislation that does not favour the development of biodiesel. Indeed, the legal framework granted to this experimentation requires CdA LR to achieve in 2009 a significant volume of recycled cooking oil (40,000L) in order to be reconducted. Moreover, the use of cooking oils as biofuel remains very strongly limited by the French authorities. Indeed, the authorization only applies for specific vehicles of the Urban Community and can not be used for any other vehicles or organisations.

An agreement has been reached between the representatives of the European Parliament and member states where tyres are concerned. This agreement aims to improve the situation regarding rolling resistance and thus the energy efficiency of new tyres by around 20% by 2016. This will translate into a decrease in fuel consumption and CO2 emissions of some 3% for cars and trucks. Carl Fredrik Hartung, project manager at Volvo Technology, says the firm has a computer simulation to show how thousands of small design changes can cut weight without cutting payload capacity or strength. After the first six months of monitoring and training RAT staff categories, drivers and managers, the trainer is concluding some first recommendations:
  • as the on board devices are not able to register decimal fractions of the real fuel consumption, when starting the vehicle or filled it, bus provider will consider th epossibility to modify the software of this device;
  • drivers should monthly be trained and monitored on the manner they are using the curing retarder which is considerably influencing fuel consmuption, representing 60% of the engine breaking energy; for the case of RAT Craiova, the retarder is recommended to be used only on line 9 as in the city center (line 6) its efficiency is much lower;
  • there is a need to ‘educate’ passengers in the sense of making them aware of the importance of optimizing the duration of bus stopping at stops, by correctly using the doors of a bus (ascending/descending) thus making their flow more fluent; there was a proposal in this direction to produce and distribute some leaflets for passengers orientation in/out buses.

URTP is sharing with RECODRIVE partners the most important results of the first dedicated event organized by URTP in Romania on 19 November 2008 at RAT Craiova offices. The information offered by RECODRIVE project was evaluated as very good: - 80% appreciated technical issues as very good and 20% as good - 55% appreciated economic issues as very good and 45% as good The first three more efficient measures for fuel savings and ecodriving, among the 7 recommended, are fleet management, on board devices and staff trainings, followed by public acquisition and best practices in Europe. Alternative propulsion and rewarding schemes are quite new measures in Romania. Among the three issues to be considered either as barriers or as incentives /opportunities in promoting fuel savings and ecodriving measures in transport: - legislation was considered as an opportunity by 80% of the participants - technical aspects are considered as an opportunity by 70% of the respondents - training and qualifications are considered as an opportunity by all of them (100%).

The Municipal Transport Company of Madrid (E.M.T.) has given a new step in its commitment with sustainable public transport implementing a demonstration of RECODRIVE project measures in order to evaluate the benefits obtained in terms of energy saving and reduction of greenhouse gas emissions. With more than 2.000 buses and 7.500 employees (about 5.500 drivers) EMT is the largest urban surface transport company in Spain and one of the largest in Europe. First results of demonstration will be known in next months and will draw valuable conclusions for the development of actions which enhance even more environmental performance of the fleet.

In Slovenian demonstrator company Viator&Vektor (freight transport) 6 drivers and trucks were involved in demonstration. The initial savings achieved in driver training were 6%on average.In the following 6 months the drivers have achieved on average 4,52% fuel savings. Although the implementation of rewarding scheme has been postponed due to the economic crisis, substantial savings have been achieved through eco-driving training and fuel consumption monitoring alone. Total savings in liters of fuel come to 4.025 litres in six months for six trucks.

Last week (4th June 2009) a meeting between CINESI, CTM, Energy Department and oil collection enterprises took place in the industrial estate of Marratxi. A lot of interesting issues were discussed, among them the need to promote the use of recycled cooking oil for producing biofuels, the possibility to design new policy tools for introducing biofuels into the market, the problems that collectors have to face to develop their activity, price and financial issues,…The meeting focused not only on the current situation of the oil collection sector but also on the organization and planning of the next local workshop, to be held in late June. This workshop is expected to be the first step to elaborate and promote a market transformation plan, which will be designed in July.

The objective of this verbal agreement is to join forces in order to get a successful implementation of the local strategy. Thus, and from now on, a new local stakeholder will be a permanent member of the local working group.

Undoubtedly, propulsion technology with electrically assisted bicycles has matured in the past years. This is also supported by the EPAC (Electrically Power Assisted Cycles) standards focussing on PEDELEC quality. Now that the bicycles get affordable and reliable, more and more tourism regions plan to set up PEDELEC - schemes. The trend, which has already been observed in 2008, to environmentally friendly transport means - and especially electric vehicles- is still continuing. Especially cycling as a mean of transportation is becoming more and more favoured. A recently published study for the city of Graz (second largest urban agglomeration of Austria and capital city of Styria region) showed a massive change in the modal split compared to 2004. An increase of 2% in cycling and a decrease in individual motor traffic has been observed. The reason for this alteration might be due to an increase in awareness regarding sustainability and environmentally friendliness of the bicycle but also due to the economical crisis and the increase of fuel costs. Besides the usage of conventional bikes, electric bicycles are becoming very popular in Austria. They ease the travelling in this hilly country and provide an alternative transport mode now also for commuters as less sportiness is required. Funding opportunities from the local government are additionally contributing to this trend, offering additional financial incentives to buy a Pedelec. Tourism regions in Styria are currently evaluating the possibility to set up a rental system for tourists with Pedelecs to offer supplemental packages and activities for tourists. We cannot disclose details but were involved with two Styrian regions where this will happen. While one region is thinking about subsidies for their citizens and renters of private rooms (landlords) to provide PEDELECs for tourists, the other will set up a public PEDELEC rental schemes to be used for local trips. The consecutive step will then be teaming with railways to allow a seamless integration of emission free travel to the destination.

Reduced speed as savier of beleaguered trucking companies?
Figures from cargo vessels may be interesting also for truck fleets. By reducing the speed and managing better loads one may save 10-12 percent fuel. The idea of reducing average speed may be transferred to trucking under the condition, that driver costs plus reduced fees because of longer transport duration is overcompensated by better fuel economy. Has anybody experienced such a case? May be this is the case for road trains with higher consumptions?

The first LWG meeting took place in La Rochelle on 16 April 2009. CDA LR gathered about 20 people among which representatives of public actors in the field of transport and tourism, event organizers, fleet operators, restaurant owners, energy suppliers and experts in the field of electric vehicles and oil recycling. This meeting enabled to identify first opportunities and barriers to the introduction and the promotion of alternative propulsion: Identification of potential obstacles to the introduction of alternative propulsion vehicles -Electric propulsion: in spite of a recent acceleration in the market in electric vehicles, the main barrier remains the very poor offer. Some key actors might be interested in the mid-term in a shift toward electric vehicles providing that the range of electric vehicles has extended. -Biofuels: currently, uncertainty regarding the good functioning and the maintenance of the engines of boats running on biofuels. First outcomes on promotion actions Even though some of the key local actors in tourism are progressively developing initiatives to decrease their impact (ecological footprint) on the environment, they shown interest in including more especially sustainable mobility and clean propulsion in their strategies. Locally, three main fields of action were identified: tourism related to maritime activities (Aquarium, Musée Maritime, Leisure Harbour etc), to heritage activities (Historical City Centre, Museums etc) and to business activities (Congress Centre). First actions - dedicated to the professionals of tourism and the tourists - were identified to contribute to change behaviours: • Awareness campaign among the restaurant owners to increase the volume of cooking oils recycled into biofuel : Door-to-door meetings will be carried out by CDA LR A workshop will be held on 10 June 2009 to present the cooking oils recycling unit run by CDA LR. • Presentation of clean propulsion vehicles available on the market and the electric public transport offer in La Rochelle (car-sharing system, electro-solar boats), as a relevant alternative to the individual car or to the traditional private (thermal) fleets. Opportunity for private actors to transport exhibitors, partners, artists/VIPs, journalists etc. • Preparation of a guide; state of the art of alternative propulsion vehicles; assets/potential barriers for the introduction of clean vehicles in terms of environment and incentives (tax reduction, subsidies etc). • Awareness-raising of the visitors/tourists on board the new electro-solar ‘seabuses’ of the Public Transport fleet (display of information on a TFT screen) • Design of a dedicated sticker (considered) to highlight the efforts made on clean propulsion and sustainable development. Apart from promoting alternative propulsion to a broad audience, this joint communication is expected to reinforce the image of La Rochelle as a “clean” destination and to be used by the participating actors as an efficient marketing differentiation tool.

This year began with a merger between the two most important used oil collection enterprises in Mallorca. These companies are Genoli Balear and Ecorecycling. Up to now, the local market for oil recycling has been characterized by the fragmentation of the sector, having a strong competence between companies. Thus, this merger is very significant since only one private entity will cover almost the whole current collection of used oil in the island and, therefore, the collection process is expected to be higher and more efficient.

During March 2009, third BIOSIRE Local Working Group meeting took place. Once again, relevant issues were exposed by the members. The Energy Department of the Regional Government has consolidated its participation in the LWG. Among the issues discussed, the most interesting thing was the organization of the first local Workshop. The local workshop will be held between 20-24th of June, and it will be attended by different key actors from both demand and supply side. The aim of this event is to discuss a realistic strategy for designing a market transformation plan, which will be implemented by next autumn through the project.

The technological equipment installed by GEN (biodiesel plant), two years ago, was not able to guarantee a certified production according to European standards of quality (EN 14214- international standard that describes the minimum requirements for biodiesel). This situation has forced GEN to stop the production for a short period of time although it is expected for the production to start again very soon. The plant has a production capacity of about 35 million tonnes. Due to not only technical problems but also barriers in the implementation of current legislation (by law, gas stations must incorporate a 3,4% of biodiesel in 2009), during the course of this year, the plant has planned to produce around 8 million tonnes. In addition, GEN has recently signed an agreement with the Balearic Islands Transport Business Federation in order to establish biodiesel as a real alternative fuel. The current situation in Austria
  • Due to the plunging diesel price in the recent months biodiesel does not seem to be that attractive any more. Biogas is also affected pricewise but has a better standing because of the better CO2 balance.
  • Food or fuel discussion endangers the positive image of biofuels - also in Austria.
  • B100 may be used seldomly as there are only a few B100 capable engines on the market and even less with EURO V and VI.
  • B30 is very seldom offered at pumps even though a big part of the French brands allows to use it (also with particle trap).
  • Funding and incentives for electric propelled vehicles are increasing.
  • Willingness for capital investments especially for tourist municipalities to buy or retrofit cars currently not always seen due to a lack of funding available.
  • Vessel operators might be hard to convince due to the current situation that no nationwide player started to operate retrofitted boats as they fear that the engines will fail.
  • Climate change being in the media was supportive - first stable markets for biofuel vehicles developed- mature hybrid electric technology appeared on the market.
The Austrian demonstrator is different from others. In Austria show cases may already be found and the follower fleets were not selected before the start of the project. The task of FGM-AMOR is to help interested fleet operators in Austria (especially in Styria) to transit to alternatively propelled vehicles. In the past months several studies and consultations have been made following this approach:
  • Meeting with representatives from the energy agency of Donnersbachwald (tourism region in the Alps Schladming/Dachstein) regarding possible implementations for the region.
  • Start of consultation for the Ski Worldcup 2013 taking place in Schladming regarding sustainable and environmentally friendly transportation solutions. Concept for the local authority fleet and the shuttle service in order to identify CO2 reductions in the region by using alternative propulsion.
  • Meeting with AVL (development of engines and gear boxes for vehicles) about trends with alternative propulsions and cars.
  • Meeting with the City of Weiz (region Styria) about local production of electric vehicles
  • Contact with the national park of South Styria (wine growing region) - which is intensively polluted by independent travellers using their private cars to reach the wine taverns on the local hills. The region is interested in the BIOSIRE project.
  • Contact with the City of Kötschach Mautern (an energy self-sustaining city in the region of Carinthia) and discussion of possible implementations and synergies within the BIOSIRE project.

    The Region of Crete - Regional Energy Agency of Crete (REAC) - in close cooperation with local, regional and also national authorities - plans and implements an integrated energy policy. The energy related to “Transport Sector” is one of the new priorities of the “Regional Energy Planning”. The activities for sustainable energy in the field of transport concern the campaign for “Sustainable Transport in the Region of Crete”. In the framework of “BIOSIRE” project, three very important factors of sustainable transport have been highlighted: 1. Collection of Used Vegetable Oils for Biodiesel Production - Extent and Systematise the Regional Market, 2. Extension of Biodiesel Use, 3. Propulsion of Electric Vehicles and 4. Awareness Raising (both targeted and general) The Regional Energy Agency of Crete through many-year activities for sustainable transport has established a cooperation network with all relevant Key-Actors. That network is enriched and has created an updated “Local Network” which is a vital tool for the strategy - policy, the market transformation and the adoption - implementation.     Whilst in the past years it was not clear whether human beings are driven by advertising and tendencies to show-off, we now see a return of the homo oeconomicus. Efficient economy needs producers adapting to the needs of the consumers and perfect information of the consumers about the market offer. Fiat will re-introduce two cylinder engines coping with the trend to more fuel efficient vehicles offering a 900cc engine in vehicles with less than 100 g CO2/km source. The engine will not only be featured in the new Topolino but also with bigger vehicles. Germany will introduce a labelling showing the fuel economy more clearly. So there is hope that the crisis will lead to some improvements at least whilst we have to cope with the other negative effects of the automotive industry driven to the wall with inappropriate products Source in German.

    The new scheme to support spendings does not focus on CO2. This means that vehicle with unlimitetd CO2 emission will profit from the financial incentives. This is the second bad message of the day: After London made a similar step allowing more vehicles to enter free of charge, this lead to a collapse of the interst in battery electric vehicles.

    The compromise foresses "only" 65% achievement of the 120g/km limit for 2012 for newly licensed cars. But this value will climb quickly 100% till 2015. This certainly give the German automakers the time to etsablish the vehicles on the market, Italian and French automakesr already produce...It remains a mistery why the Audi A2 3l has not re appeared in due time... The long term goal for 2020 is 95 g/km. This does not seam very ambituous since feasibility of CNG powered eco-vehicles having 65 g/km has been stated by Asian producers.

    BMW Group and Vattenfall Europe started in Berlin, Germany a field test using 50 BMW MINI E and publicly available recharging stations source in German. In Japan the Postal Services are testing different types of battery electric vehicles source. Amongst them a Mitsubishi i MiEV and Fuji Heavy Industries Ltd's "Subaru Plug-in Stella Concept", but also this neighbourhood vehicle for delivery.

    Taxi Drivers need no Ecodriving?
    Watch your taxis fuel gauge and wonder what happens. A recent glimpse revealed a consumption of 9.4 l/100km for a diesel limousine with automatic gear at an average velocity of 26km/h. This accounts to a fuel bill of 3€ per hour. We may learn from this that the economic pressure is not here to apply ecodriving broadly in the business. They accept reduced earnings of 1600€ per driver and year if you assume 8h per day and a savings potential of 30%. Or do they not account for that? Remember that the Prius needs 4.8-5.4 l/100km only.

    The recent vote in the environmental committee has given hope that the European Commission will stick to the 2012 target of 120 g CO2/km. It would be a shame not doing so - battery electric microcars manage having 45 g CO2/km. proposal for a regulation (in all languages) The facts: for each gram surpassing 130 g CO2/km starting from 2015 95 € will be levied, till 2020 95g CO2/km should be reached.

    State incentives proposed in Germany
    The social democrats are proposing to have a max. support of 1800€ for A ranked vehicles. Talks with retailers will follow. source in German We are highly interested in knowing whether prices of small efficient vehicles will further soar becaus of this financial support and whether other countries may come up with other types of incentives like 250l per capita fuel for a reduced tax for example. May be the EU will tighten mandatory CAFE regulations (corporate average fuel efficiency) or propose weight related road fees (and vehicle taxation).

    Tax deduction of company cars limited to 140 g CO2 /km
    The German Minister for the Environment Gabriel proposed to introduce a new incentive for users of company cars. The fuel expenses may only deducted from the tax basis limited by the amount of fuel accounting for 140 g CO2/km.

    Rational and unwise?
    Global speculation seems to have its counterpart in the behaviour of private individuals. In the U.S.A experts complain about the prominence of economy cars with bad emission and safety data- the Geo Metro. source. In Germany we see a similar phenomena having high prices of the Audi A2 3l car - consumption not displacements guys! - in contradiction to the US example a car with a better safety record. But the oil industry seems not to be more wise. Is is expected that extensive water injection may lead to collapsing oil fields for example in Saudi Arabia. Risk are nor exposed by the oil industry. Trailing examples are Baku and the USA where oil production ceases. Tar sands will have to step in, but this needs a lot of energy (200% of the output) and leaves open pits (n-tv docu The Oilcrash broadcastet 20-9-2008).

    Ecodriving all over Europe
    Two brands are promoting Ecodriving in Europe now: Toyota and Volvo- of course this is much cheaper for them than to have those fuel guzzlers eliminated from the the sales programme.     The Honda Civic Hybrid may get a 1.3L i-VTEC engine with Honda’s IMA hybrid technology, which may result in better fuel economy compared to the Toyota Prius engine which may increase in size soon. There are still no published plans for a CNG hybrid with an even smaller engine - remember CNG has a higher octane rating allowing higher compression and thus smaller displacement.

    120g CO2/km in two steps - will battery electric profit?
    The Industry and Energy Committee proposed: 60 percent of vehicles will have to pass the new threshold of 120 g CO2/km in 2012, the rest in 2015. Extremely low emission vehicles with less than 50 g/km of CO2 will also be given extra credit counting as 1.5 vehicles in the sales weighted averaging. All electric vehicles will count as three cars until 2015. source This proposal was discussed by the parliament. The amendments may introduce a flat-fee 40 Euros per car and g over the limit, giving manufacturers until 2015 to meet the standard. Each vehicle sold which emits less than 70g/km could offset five other vehicles' fines until 2016. A final decision on this ruling will be made during September. We hope that the CO2 figures will be taken from real world test since we have seen that car makers CO2 figures may be 30% wrong. The proposal is worth mentioning since it might motivate the big manufacturers like the Porsche group to introduce small battery electric vehicles with its brands SEAT and VW.

    This might be an unique information given the scarcity of battery electric vehicles. Not surprisingly for the fact but the amount - the consumption per 100km dropped from more than 11 kWh to 7.4kWh. This may be caused by the individual cell control when charging but mostly by the improved Coulomb's efficiency. This by transiting from lead acid to LiFePO4 you may save 25%. Not bad, even if we don't know how long the 2-3C battery will keep its capacity. But now for the ecodriving tips. Since the vehicle fully supports regenerative braking, it is possible to avoid mechanical braking. In practice only some events which might not be foreseen resulted in mechanical braking. This is especially easy if you have a hand throttle. Secondly it is important avoiding operational condition having low motor efficiency. Low RPM with high load draw a lot of amps. So if the voltage of the battery drops this is a good sign that the efficiency is low. This is also resulting in warming up of the cables and controller. More to follow....

We had already seen some new seat mockup at the Geneva Auto Show, but now Toyota Boshoku confirms that they work on an industrial solution for the frame ( source).     Another 10% Increase in Engine Efficiency Possible?
    Coming across studies investigating thermo electric energy regeneration from waste energy in combustion engines, we wonder about potential implementations. The Thermoelectric Generator Module (TGM) has a typical electric output of 700-1000W in trucks and may charge the batteries or power compressors. It is said that spark ignition engines will profit more and apart from the exhaust heat, the water cooling system is another candidate for heat extraction source. The efficiency of he TGM was 5% in 1994 and has been increased to 7% in laboratories using skutterudite-based thermoelectric conversion material (source). In 2011 we may see the TGM in production according to GM and BSST researchers source. Of course cleaner exhaust as we see with natural gas will help keep the TGM working.

    Soaring fuel prices trigger creativity amongst auto makers. BMW revealed a mild hybrid electrix X5. This is nothing to be emphasized but we recognise some nice tricks which help boosting fuel economy:
    • a solar panel is warming the gear oil, and powering ancilary consumers
    • there are now eight gears automatically shifted
    • aerodynamic tires are reducing the drag by 1 kW at 160 km/h

Smart has broken the barriers to small vehicles and Topia tops the design using an even smaller safety cell for single person transport. 150kg means of course a much smaller energy consumption allowing the use of battery packs which might be exchanged by hand when empty which is superior to Shai Agassis system.     In order to protect the engines some manufacturers are using less combustion air above 160km/h. Since the emissions are not regulated in those areas the air excess rate may fall down to 0.7. This burns additional 2-2.5l per 100 km but protects the exhaust system from overheating.

    The European Commission intends to introduce thresholds for tires for the following parameters
    • grip under wet conditions
    • noise
    • rolling resistance
    The last parameter will be limited with 12 kg/metric ton starting with 2016 10.5 kg/ metric ton. Today's energy savers do have 7 to 7.5 kg/metric ton. As added value you see from this figure that at 100km/h this means you may save 1.3 kW power for a 1 ton car. If you see it the other way round you also save 1.3 kW power of tire resistance if you drive a one tone car instead of a two ton car.     According to a German survey 36.1 percent of the respondents want to opt for a small vehicle, having a reduced consumption (source). The first round of offers from the industry failed because the small fuel efficient vehicles were not user friendly and were too expensive, so we are awaiting eagerly the second round and will present the vehicles here as they appear in the show rooms. In between prices for small and efficient vans like the Audi A2 which are not produced any more are high on the second hand market .

    Efficient combustion engines reach the market
    After it was more than clear that fuel guzzlers are outdated - we see new efficient engines. One example is the Kappa 1.25 engine from Hyundai. The good fuel economy is achieved by reducing internal friction:
    • offset crankshaft
    • coating with molybdenum disulfide of roller rocker arm and piston skirt
    • CrN coated oil ring
    This engine is meant for developing markets since it does not employ more sophisticated techniques like direct injection or super charging. But it shows that even with simpler spark ignition engines 120 g CO2/km may be achieved. source

    While Germany transport operators are still testing, Transport for London has set ambitious goals with regards to energy saving technology. 11% of the fleet will be replaced by hybrid electric buses.     How far you may go with 5l gasoline?
    The TV channel N24 featured a comparison of three vehicles.
    • scooter with two stroke spark ignition engine
    • small car with spark ignition engine
    • battery electric car charged via power generator
    The small car was reduced in weight removing the interior achieving minus 80kg. For the scooter also some stuff was removed. Both were adapted with a higher tire pressure. The scooter driver reduced the cross-sectional are in a special seating position. The ecodriving had some mistakes, it is better to decelerate before traffic lights having the long gear in, not free wheeling. This reduces the fuel consumption to zero. The first vehicle stopping was the car. The battery electric car was recharged once but not all the fuel used within the time limit of 5 hours. The scooter won the rally and arrived in Poland starting in Berlin while the others finished earlier.

    Official CO2-labels may be 30% wrong
    The bad message to buyers of small efficient cars. Trying to follow the New European Driving Cycle with velocities up to 130 km/h and strong acceleration, smaller engines might consume more than the official label says. A test published in the Austrian consumer journal konsument 7/2008 showed and increase of 29% for the smart fortwo coupe 1.0 mhd. The good message for ecodriving pros is that with smaller engines and max. highway velocities of 110 km/h ecodriving helps to consume less than the label says. It is interesting to see that also high volume models which have a powerful motorisation consume more when shifting to the NEDC compared with the old cycle which had been ending at 120 km/h. The measured models with the lowest NEDC-compliant CO2-emission are Toyota Aygo 1.0, smart fortwo coupe 1.0 mhd and Opel Corsa 1.0 Twinport, all three staying below 140 g/km.

    While Germany is still debating taxation there are only nine countries having CO2 based procurement taxes in Europe. Austria, The Netherlands and Portugal have lower purchase taxes for procuring efficient cars. In Denmark, Sweden and Great Britain the yearly tax is depending on the emissions.     Marketing vs. Product Quality?
    In the last days we have seen a couple of attempts to cheat the customers. Marketing departments try to sell their fuel guzzlers by
    • refunding CO2-taxes
    • guaranteeing a stable fuel price
    The so called "Steuerfluchtwochen" advertise a mini van where the bonus covers the cost of the increased consumption compared to sedans or micro vans from the same brand. The new micro van (4.1-6.1 l diesel/100km) has a trunk volume of max. 410 liter (back seat may be moved) while the mini van (starting with 6.2 l diesel/100km) has 406 liter(ISO figures). The campaigns name "Let's refuel America" might translate into "lets refool America" since it motivates people to contribute to global warming and resulting cost. We would rather like to see new fuel saving products though! Ceterum censeo: The Audi A2 should reappear with a stop'n go version!

    Learning to live in a changing world
    Lets assume you invest 10,000€ switching to an fuel saving hybrid car, saving 1000€ per year, what is the pay back time? Doing it without inflation and oil price increase you may say 10 years. But if you have an increase of the fuel price of 3% per year this shortens to 9 years. Having 10% its not much longer than 7 years. And yes the increase for gasoline in the USA was 19% on average last year - this shortens the period to lower than 6 years even if you account for the interest of the money invested... In the UK we had approx 30% - so go for the savings sirs!

    How much is 32 MPG?
    The US government now demands a CAFE value of 32 MPG per 2015. Please explain: CAFE means corporate average fuel economy - this might be the reason Porsche bought Volkswagen shares... 32 MPG translate to 7.35 l/100km using this tool Is this a low or high figure for European brands? BMW has a real figure of 9.48 l/100km according to Spritmonitor.de Mercedes 9.89 l/100km Volkswagen 8.24 l/100km. So if you take real world figures some brands will encounter problems. Daihatsu is well off with 6.21 l/100km. Those figures relate to gasoline/petrol!

    Low Resistance Tires for Passenger Cars Save 0.3 to 0.5 l/100km
    A test of summer tires by the Austrian consumer information bureau VKI revealed that the difference between the worst and the best tire is 0.3 to 0.5 l/100km. Another argument is the durability. Better values contribute to less PM-emissions.

    The Chinese government has taken two critical steps to encourage fuel efficiency.

    Go Trabi Go! Sachsenring beats Fiat and Volkswagen in fuel economy.
    An analysis of the average fleet fuel economy revealed that the Sachsenring brand which had produced the famous Trabant has an average value in practice in Germany of 7.16 l petrol/100 km whereas Fiat has 7.46 l/100km and Volkswagen 8.24 l/100km. Only one brand Daihatsu is performing better with 6.22 l/100km. more in German

    Bad car policy in Germany, even more in Switzerland, Estonia, Lithuania and Finland
    The German CO2-Emission of newly licensed cars being below 170 g/km is 10 grams over the European average being 159 g/km. The worst countries Switzerland, Estonia, Lithuania and Finland have 180 g/km on average. In a couple of countries the CO2 emission per licensed vehicle has been rising (Austria, Czech Republic, Romania, Spain, Slovenia and Slovakia) in 2007 says a German study. The leaders in Europe are Portugal (144 g/km), Italy (148 g/km) and France (149 g/km). Norway has seen a decline of 8.5 caused by a newly introduced CO2 tax. source in German

    Automobile Industry - ECO-vehicles on the move
    In the last weeks there were quite some announcements so customers will be comfortable in their choice. Whilst the Smart microhybrid is labelled having 3.3 l/100km only, economic 4 seater like the VW Polo Blue Motion and its counterpart the Seat Ibiza Ecomotive and the Kia ECO C'eed are labelled with 3.8 and 3.9 l/100km.     While in some countries like the UK we see strong support for correct customer information, in others the regulations are not efficient. Thus in the image leaflets cars are presented without data comprising marketing speak only, escaping the need for giving fuel consumption and CO2 emission.
